Share 'how to find collaborators on a local project'

I just joined this network. The FAQ and User's Guide links are broken as of now. So I'll ask here:  How do I find out about specific projects that people need help on? How do I advertize a specific project I need help on? Is this the place for that, Forum? Thanks, Iuval Clejan
