The issue for discussion is the readiness and expectations of Americans to succeed above all challenges facing mankind. Change is no longer a topic or slogan as it now holds the key to our very survival. In the search for a solution the option that presents the most potential is achieved through civilization progression. Civilization types are discussions more common among theoretical physicists. By consciences among the physicists it was decided to use energy to differentiate the three potential levels for the evolution of civilizations. Relative to this scale of progression our present civilization status we are a type zero which means we extract our energy needs from dead plants and animals. Therefore, a type-one transition would require greater targeting of our planet’s harnessing of energy from sustainable and renewable resources which we are capable. In addition, a type-one progression would require sustainability through intelligent information systems. A sustainable information technology would have to meet three requi...; first it must have the ability to change and to implement change, second it must provide information dissemination without structured processes, and third it must be knowledgebase driven.  

Relieving the major barrier to greater production of infrastructure components for sustainable energy may be initiated through advantageous restructuring of our central banking synthetics and free market enterprise. Prior to energy we must reach sustainability of social and civil information management and may be initiated by project resourcing. The progression to type-one social and civil systems may be realized through the modeling and rapid deployment of all Executive and Administrative operations required for an entire community. For example, once created knowledgebase driven information systems for governance, medical, humanitarian, economics, education and housing may be rapidly deployed anywhere information infrastructures are supported.

How much will it cost to put the technical process in place and make it ready for modeling? The software already exists but requires license upgrades, training and operations thus minimal resources are required to reach the market quickly.
