how to find collaborators on a local project

I just joined this network. The FAQ and User's Guide links are broken as of now. So I'll ask here:

How do I find out about specific projects that people need help on?

How do I advertize a specific project I need help on? Is this the place for that, Forum?

So I first need programmers and farmers/craftspeople who would first play the simulation game and then participate in implementing it in real life
